For the last few years, the conversation around AI and manufacturing has focused on whether AI matters to our industry. That point is largely settled by now, and the discussion has turned towards an operational question: how can we turn interest into dependable, plant-level deployment?
Deloitte’s 2026 manufacturing outlook reports that 80% of surveyed manufacturing executives planned to allocate 20% or more of their improvement budgets to smart manufacturing. Therefore, AI deployment is a strategic priority even in the current uncertain environment.
At the same time, the adoption picture looks much less bullish and rosy than the spending picture. The Organisation for Economic Co-operation and Development (OECD) reports that among manufacturing enterprises with ten or more employees in the European Union, the share using AI rose from 7% in 2021 to 11% in 2024. While that’s progress, it’s still below the all-sector average and far from universal deployment. OECD also notes that adoption varies significantly across manufacturing subsectors.
That disconnect is the real story: manufacturers are not ignoring AI – they are investing in it – but many still struggle with the operational work required to make it function reliably in production.
Why Is Deploying AI on the Shop Floor Still So Difficult?
Part of the answer is that investment decisions and deployment conditions live at different levels of the organization. Budget approval can happen centrally. Real deployment happens in specific physical environments, with real constraints, under production pressure.
This is an area where we see a lot of disconnect in our practice. Leadership wants to do “something” with AI, and the thinking goes towards generative AI and broad platform ideas. On the shop floor, the focus is usually different: people are looking for sturdy, robust solutions that solve a real, tangible, but often not very glamorous problem. These are two different ways of thinking about AI inside the same company. One is strategic and future-oriented. The other is operational and immediate.
That gap also helps explain why general interest in AI does not always translate into a clear deployment path. In one recent survey, only 28% of companies reported having a specific AI strategy in place. That does not mean the rest were uninterested. It suggests that many industrial companies are still at an early stage of turning general AI interest into a deployment plan.
The OECD’s recent analysis makes a related point: AI adoption in manufacturing is not only lower than in many other sectors, but it’s also uneven across manufacturing. Uptake is higher in pharmaceuticals, electronics, chemicals, and machinery, while sectors such as wood and paper, textiles, and basic metals show lower adoption. This suggests that the barriers to AI deployment are not uniform across manufacturing. They likely vary by subsector, depending on factors such as process characteristics, implementation conditions, existing digital infrastructure, and workforce capabilities.
In other words, the gap is not just between “AI believers” and “AI skeptics.” It is often between companies that can name an attractive use case and companies that have figured out how to operate one reliably.
Working with manufacturers, we have been in situations where deployment challenges delayed implementation, even if the use case was clear and the solution agreed upon. In one particular case, getting remote access to the plant to deploy the solution took longer than developing the solution in the first place.
What Actually Slows AI Deployment on the Shop Floor?
Legacy infrastructure slows scale
Many manufacturing lines were not designed with AI systems in mind. Camera placement, lighting consistency, sensor availability, line layout, compute location, and network reliability all affect what is feasible. In brownfield plants, deployment often means fitting AI into an environment that was built for throughput, not for data capture or model inference.

In one case, transmitting the images we took on the line to our training server took up so much of the limited bandwidth of the company’s network that the whole network slowed to a crawl, and people couldn’t even send emails.
Data are often available but not operationally usable
Manufacturers often have more data than they can use, but that is not the same as having data that is ready for AI. For visual inspection, defect definitions may vary from person to person or shift to shift. For predictive maintenance, timestamps, machine context, and event labeling may be incomplete. For dock or warehouse verification, the system may need data from multiple sources that were never designed to align cleanly.
This is one reason broad AI spending does not automatically translate into production-scale use. Deloitte notes continued investment in foundational tools and technologies such as automation hardware, sensors, analytics, and cloud infrastructure. This suggests that many manufacturers are still building the conditions needed for AI to work at scale.

Workflow fit matters as much as model accuracy
A technically strong model is not enough on its own. In manufacturing, an AI system also has to fit the workflow around it. The output has to reach the right person or system, at the right point in the process, in a form that can actually be used.
This is one reason some AI initiatives struggle to move beyond the pilot stage. The model may perform well under test conditions, but if the result is not integrated into the plant’s existing decision flow, the operational value remains limited.
That is why workflow fit should not be treated as a secondary consideration after the model is built. It is part of the deployment design from the beginning. In practice, that means thinking early about where the signal needs to appear, who needs to act on it, and how it connects to the surrounding control and information systems.
Can You Build Trust on the Shop Floor?
Manufacturing teams do not judge AI systems the way demo audiences do. They care about consistency across shifts, products, environmental conditions, and edge cases. They are looking for consistent and reliable performance under normal production pressure.
This point aligns with broader OECD findings that AI capability is not the only constraint. Manufacturing still has relatively low concentrations of AI-skilled workers in many regions, which can make deployment, oversight, and maintenance more difficult. When operational trust is fragile and in-house AI capability is limited, scaling becomes slower and more cautious.
In one of our first implementations the quality team was extremely skeptical and didn’t trust the model’s assessment. But trust was built over time, and now whenever there is a question or uncertainty about a quality call the first question is “What does the model say?”
Which Use Cases Are Easier to Scale Than Others?
Not all manufacturing AI use cases have the same deployment profile.
Use cases tend to be easier to scale when they share several characteristics: a clear decision point, relatively stable operating conditions, measurable business value, and limited dependence on too many external systems. Examples include visual inspection tasks, some forms of shipment verification, and predictive maintenance applications where signals are well understood.
Implementation tends to be more difficult when conditions are highly variable, labels are ambiguous, operational ownership is unclear, or too many systems and teams have to coordinate for the output to matter. In those situations, the problem might not be the AI but other factors that make deployment complicated and time-consuming.
We have worked on an application with extremely variable lighting conditions – from bright summer daylight to middle of the night with strong lights and harsh shadows. The task was to detect small anomalies that the camera couldn’t reliably render. If something isn’t there, no AI can detect it.
This is one reason sector-level adoption data can be misleading if read too broadly. “Manufacturing” is not one deployment environment. A tightly controlled inspection point on a production line is very different from a complex predictive maintenance application with a large number of input factors and many owners.
What Does Practical Scaling Look Like in Manufacturing?
Practical scaling usually starts with a narrower question than many AI strategies imply. Instead of asking, “How do we use AI in the plant?” the better question is often, “Where is there a repetitive, high-value decision that is currently hard to perform consistently?”
From there, the path is usually more operational than glamorous:
- define the decision point clearly
- confirm that the necessary data can be captured reliably
- test edge conditions early, not only ideal cases
- integrate outputs into the existing workflow
- assign ownership for monitoring, updates, and exceptions
- plan for how trust will be built over time
This is less dramatic than the broader AI narrative, but it fits the evidence better. Deloitte’s outlook suggests manufacturers continue to spend on the foundational layers that support these deployments, while OECD’s data show that actual AI use remains uneven. That combination points to a simple conclusion: scaling depends less on enthusiasm than on execution.

The gap between investment and adoption does not mean AI lacks value in manufacturing. It means scaling is harder than funding.
Manufacturers appear increasingly willing to invest in smart manufacturing, but the deployment challenge starts after the technology decision. Brownfield realities, uneven data quality, workflow integration, operator trust, and support requirements all shape whether a system becomes part of daily operations or remains an isolated pilot.
For manufacturers evaluating AI today, the more useful question is not whether to invest in AI as a category. It is about which use cases can be deployed reliably within the context of their lines, systems, and teams. The companies most likely to see durable value are not necessarily the ones talking most about AI. They are carefully matching the use case to the operating environment and doing the unglamorous work that makes scale possible.
